Why the list is organised by council

Drainage tracks council boundaries more closely than it tracks postcodes, because the age of the housing stock and the era the mains were laid tend to follow the local government area. An inner-city terrace and a western estate have different drainage problems, and the council line is usually where that changes.

It is also how the work is actually organised. Each area page lists the suburbs under it and the councils they fall in, and each suburb page links to the service that deals with it.
